Mamdouh Fadil is a senior international development and education reform expert with more than 30 years of experience leading large-scale, donor-funded programs across the Middle East, North Africa, and Asia.

He has served in executive leadership roles—including Chief of Party for complex education and humanitarian initiatives ranging from USD 20–70 million, funded by USAID, UKAID, and the Swiss Agency for Development and Cooperation. His work spans education in emergencies, youth development, gender and inclusion, monitoring and evaluation, curriculum reform, teacher professional development, and system strengthening, with extensive hands-on engagement with governments, civil society, and local communities.

Dr. Fadil holds a PhD in Social Anthropology from the University of Sussex, with research focused on youth, education, and social transformation in Egypt, alongside a master’s degree from the American University in Cairo. Combining strong academic grounding with practical leadership, he has successfully led diverse international and national teams in conflict- and post-conflict settings, delivering evidence-based reforms that improve learning outcomes at scale. He is fluent in Arabic and English and brings deep regional knowledge from professional experience in Egypt, Jordan, Afghanistan, Morocco, Iraq, Turkey, Yemen, Syria, and beyond.
